    The office has a constitutional responsibility to assess all taxable property in San Joaquin County. We pledge to perform this duty efficiently and equitably for everyone in the community.

    For the 2011-2012 tax year (for taxes that will become due December 2011 and April 2012) we have reviewed the assessed value of all single family residences and most multi-family dwellings, apartments, as well as many commercial and industrial properties county wide. We compared the fair market value as of January 1, 2011 (this date is set by law) vs. what the assessment would be under Prop 13. A “Notice of Assessment” letter was mailed out the last week of July if your property qualified under the law for the lower assessment as a result of this review.

    Informal requests for review can only be filed until September 15. 

            

    You do not need to pay someone to file an “Informal Decline-in-Value Review Application”.

    San Joaquin County Assessor announces property tax roll totals and
    will mail out over 103,000 Assessment Notification Letters.
     

     

    San Joaquin County Assessor Kenneth Blakemore has announced the completion of the 2011/12 tax roll. The net assessed value for the entire county this year is just over $51 billion which is an overall decline of about 4% from last year. Last year the 2010/11 tax roll went down 3.9% from 2009/10 and the year before that it declined 10.7% from the 2008/09 assessed values.

    The assessor’s office reviewed the fair market value of over 170,000 properties and is going to mail out more than 100,000 assessment notices for property that on January 1, 2011 had a fair market value lower than what it would have been assessed at under Proposition 13. The majority will see a reduction from last year and a small number will have increases mainly due to appraisal updates and the market value being affected differently by varying influences such as price strata, neighborhood and other factors. Please note that an overall change of the median price does not necessarily reflect accurately the change in market value of individual properties.
         
    When the current market value as of January 1 is lower than what the assessed value under Proposition 13 would be, then the lower value is used for the upcoming tax year assessment. This is to ensure your assessed value will not exceed fair market value. The tax bills that will be mailed out in October will reflect these value changes.
       
    If the Proposition 13 valuation is lower than the fair market value as of January 1, 2011 then it will be the assessed value and a notice will not be mailed. Also, these properties will not receive the typical Proposition 13 inflation increase of 2% this year but rather a lower 0.753% increase based upon the California Consumer Price Index. 
       
    If you have evidence that indicates the fair market value of your property as of January 1, 2011 is lower than the new assessed value you may file a “2011/12 Informal Request for Decline in Market Value Review Application” through September 15, 2011 with the Assessor’s Office at: www.sjgov.org/assessor. If you disagree with the results of that review you can still file a formal appeal through November 30, 2011 with the independent Assessment Appeals Board: see www.sjgov.org for the application or request it at (209) 468-2350.
