December 18, 2009 - New and Revised Policies & New Applications

New and revised Policies effective January 1, 2010, have been posted to the Policies page. Click here for the memorandum which lists Policies that have been added, updated, or deleted. Please take time to read all Policies and become aware of all the changes. Additionally, the certification applications have been revised to coincide with the changes in the certification Policies. December 18, 2009 - Paramedic Accreditation Policy and Skills Review

Effective January 1, 2010, all accredited paramedics in San Joaquin County are required to complete one PSR class within six (6) months of expiration of their current accreditation. Please visit the Upcoming Trainings & Events page to register for a PSR class.

November 13, 2009 - American Medical Response MCI Training Course

American Medical Response is hosting a MCI Training Course. They are offering two course dates, 11/24/09 and 12/10/09. The classes will be from 0900-1200 at American Medical Response, 400 S. Fresno Ave., Stockton, CA 95203. The training is being offered at no cost and 3 CE hours will be given by California EMS CE Provider #39-0102. November 6, 2009 - Holiday Office Closure

November 6, 2009 - Additional Advanced Airway Class

Due to overwhelming demand, American Medical Response and the Stockton Fire Department have added and additional advanced airway course. The class will be taught by REACH and will be from 0900-1200 on November 16th at American Medical Response. The training is being offered at no cost and CE will be given. October 29, 2009 - AMR Compliance Report for July 2009 and August 2009

The San Joaquin County EMS Agency has completed its evaluation of American Medical Response’s July and August 2009 performance under their five year contract to provide exclusive emergency ambulance service. The AMR contract establishes accountability for meeting specific standards and provides the EMS Agency with complete access to data and information on AMR’s operational, clinical, and administrative performance. EMS Agency staff has vetted AMR's computer aided dispatch (CAD) data in preparing the compliance report and performing our response time analysis of AMR’s July 2009 and August 2009 performance. October 23, 2009 - EMS Authority 15 Day Public Comment on Revised Proposed Regulations

The Emergency Medical Services Authority is releasing the revised proposed Paramedic Regulation, EMT, AEMT, Discipline, and Central Registry Regulations for 15-day public comment from October 21, 2009, to November 4, 2009. The proposed text of the guidelines and a sample comment table are available on the EMS Authority's website at www.emsa.ca.gov.

October 23, 2009 - Advanced Airway Training

American Medical Response and the Stockton Fire Department are co-hosting Advanced Airway Classes. The classes, taught by REACH, will be from 0900-1200 on November 12th at Stockton Fire Department. October 9, 2009 - The San Joaquin County EMS Agency Web Site will be down October 16, 2009 through October 18, 2009

The San Joaquin County EMS Agency website will be unavailable from Friday October 16, 2009 through Sunday October 18, 2009 while the County Information Services Department moves the County’s web servers to the new County Administration Building.

October 9, 2009 - French Camp Reserve Firefighters Spaghetti Dinner

French Camp Reserve Firefighters Association is hosting its annual Spaghetti Dinner Saturday, October 17, 2009, from 4:00pm to 8:00pm at the French Camp Fire Station, 310 E. French Camp Rd. Join them for fun, food and raffles (raffle tickets sold separately). Dinner tickets sold at the door: $7.00 for adults, $5.00 for seniors, and $3.00 for children 10 and under. August 7, 2009 - "REACH on Tour" Conference at SJGH

July 24, 2009 - EMS Authority 45 Day Public Comment on Revising and Introducing Regulations

The Emergency Medical Services Authority is proposing to amend the following Chapters of the California Code of Regulations, Division 9, Title 22:
  • Chapter 2, Emergency Medical Technician (EMT);
  • Chapter 3: Advanced Emergency Medical Technician (Advanced EMT);
  • Chapter 6: Process for EMT and Advanced EMT Disciplinary Action.
The Emergency Medical Services Authority is also proposing to add a new Chapter to the California Code of Regulations, Division 9, Title 22:
  • Chapter 10: California EMT Central Registry.
The Initial Statement of Reasons, proposed text of the regulations, and a sample comment table are available for review on the EMS Authority's web page at www.emsa.ca.gov.

The public is invited to submit written comments on the proposed regulatory actions during the 45-day public comment period provided from July 24, 2009 to September 8, 2009. The EMS Authority must receive written comments on the proposed changes by 5:00 pm on September 8, 2009.

June 17, 2009 - EMS Authority 45 Day Public Comment on Emergency Medical Technician-Paramedic Regulations, Chapter 4, Division 9, Title 22, California Code of Regulations

The Emergency Medical Services Authority is proposing to amend the Emergency Medical Technician-Paramedic Regulations, Chapter 4, Division 9, Title 22, California Code of Regulations. The Notice of Proposed Rulemaking, Initial Statement of Reasons, and proposed text of the regulation changes are available on the EMS Authority's web site at www.emsa.ca.gov. All interested persons are invited to comment beginning July 17, 2009, through August 31, 2009. June 25, 2009 - 2009 ARRL Field Day Is This Weekend

The San Joaquin County EMS Agency will be hosting the 2009 ARRL Field Day this weekend (June 27th and 28th) for 24 hours. This will be a great training opportunity for all new HAM radio operators. No Paramedic Accreditation Test will be offered during August. The next Paramedic Accreditation Test will be scheduled for September 10, 2009.

The Joint Commission presents "Emergency Management Standards Update 2009" Training, Thursday, June 25, 2009, from 8:30 AM to 11:30 AM. The featured speaker is Jerry Gervais, FASHE, CHFM, Associate Director of the Standards Interpretation Group at The Joint Commission. With the revised Emergency Management Standards now in full effect, this presentation will address the implementation challenges organizations have been experiencing, the frequently asked questions coming from the field, and tangible strategies to meet these challenges head on, to ensure the highest standard of preparedness, readiness and quality care. This is a reminder that all personnel are required to submit complete certification, accreditation and authorization application packets, which include all required copies. Therefore, effective immediately, a 10 cent per page copy fee will be charged to all persons that must have EMS office staff make copies.

May 8, 2009 - Welcome Rick Jones

Dan Burch, EMS Administrator is pleased to announce that Rick Jones has joined the EMS Agency staff filling the position of EMS Analyst. Mr. Jones has over 30 years of EMS experience having served in the field as both an EMT and paramedic and in EMS administration with the Alpine, Mother Lode, San Joaquin EMS Agency. Mr. Jones has B.A. degrees in Environmental Studies and Sociology from U.C. Santa Barbara and an M.P.A. from Troy University.

This upgrade will result in temporary outages of the Med Net channels 1 and 2 for up to 15 minutes on two separate days. April 10, 2009 - Long Term Care Facilities "Education & Training Summit"

The California Association of Health Facilities (CAHF) in coordination with the Stanislaus County Health Services Agency and the San Joaquin County EMS Agency would like to invite Long Term Care Providers to a special "Education and Training Summit". The Summit for Stanislaus/San Joaquin County Long Term Care facilities will be held on Wednesday May 6, 2009, from 10 am to 3 pm at the San Joaquin County, Robert J. Cabral Agricultural Center, 2101 E. Earhart Ave., Stockton, CA. There will be NO COST to attend the summit; however we do need you to register for the Summit so we may provide each attendee with materials and a free lunch. We expect a large number of attendees for this Summit. We are limiting the registration for this event to two representatives per facility. April 3, 2009 - Revised Policy

Revised EMS Policy 6101 Sentinel Event Reporting Requirements and EMS Policy 6101A Sentinel Event Report Form have been posted to the Policies page. The most significant change is the to reporting requirements, which now require that the event be reported to the EMS Duty Officer within 8 hours of the event discovery; in addition, the Sentinel Event Report Form must be submitted to the EMS Agency within 24 hours. March 27, 2009 - HAM CRAM - Ham Radio Licensing Class

HAM CRAM Training will be held Wednesday, July 22, 2009 at San Joaquin General Hospital. This class is FREE and open to all San Joaquin County hospitals, clinics and pre-hospital care providers. It is funded by the HPP Grant. This class is organized in cooperation with the San Joaquin County Amateur Radio Emergency Service and the Manteca Amateur Radio Club. March 19, 2009 - Ruling in Favor of San Joaquin County in its Dispatch Litigation with the City of Stockton

Stanislaus Superior Court Judge David Vanderwall rules in favor of San Joaquin County in its litigation with the City of Stockton over the transfer of 9-1-1 medical calls. The court's decision grants San Joaquin County's writ petition and directs the City of Stockton to "immediately comply with San Joaquin County Emergency Medical Services Agency policies 3001 and 3001A." February 12, 2009 - Welcome Shellie Lima

Dan Burch, EMS Administrator is pleased to announce that Shellie Lima is joining the EMS Agency staff filling the position of Regional Disaster Medical Health Specialist (RDMHS). Ms. Lima has more than 15 years of experience as an emergency dispatcher with the San Joaquin County Sheriff's Department and the Lawrence Livermore Laboratory/Alameda County Emergency Communications Center. Ms. Lima a veteran of the U.S. Air Force earned a B.S. in Management from Park University, Missouri and an M.B.A. from the University of the Pacific.

The RDMHS position provides support and assistance for medical and health disaster preparedness to the 11 counties comprising the Governor's Office of Emergency Services (OES) Mutual Aid Region 4, including Alpine, Amador, Calaveras, El Dorado, Nevada, Placer, Sacramento, San Joaquin, Stanislaus, Tuolumne, and Yolo. The San Joaquin County EMS Agency office will be closed Monday, January 19, 2009, and will re-open with normal office hours Tuesday, January 20, 2009.

January 6, 2009 - Radiation Medical Management Training For Hospitals

The U.S. Department of Energy's Radiation Medical Management Course is being hosted by Sutter Tracy Community Hospital on January 23, 2009. This FREE eight-hour course is intended for hospital emergency room doctors, nurses, and patient decontamination team members who may be required to treat a patient potentially contaminated with transuranic material from a WIPP transportation accident.
