December 19, 2012 - Seeking Proposals for Level III Trauma Center Designation

The San Joaquin County Emergency Medical Services Agency is soliciting proposals from state licensed general acute care hospitals to be considered for designation as an adult level III trauma center. Authority for designation is provided by Division 2.5 of the Health and Safety Code of the State of California. Formal written proposals are sought for the designation of one level III trauma center with the commitment of the selected hospital to progress to adult level II trauma center standards and achieve level II trauma center designation within a specified timeframe. December 6, 2012 - 2013 Paramedic Preceptor's Conference Schedule

The 2013 Paramedic Preceptor's Conferences are scheduled for Monday, April 22, 2013, and Friday August 30, 2013, from 9:00 am – 11:00 am, in the San Joaquin County EMS Agency Classroom.  The conferences are open to current Paramedic Preceptors and offered at no cost.  The format is round table discussion and will include the following topics: best practices, evaluation & remediation, communication, roles & responsibilities, and reportable offenses.  The moderator will be Jennifer Mundy from Manteca District Ambulance.  Up to two (2) hours of instructor-based, EMS CE will be offered.  CA EMS CE provided by San Joaquin County EMS Agency CEP#39-0001.  These Bi-annual conferences are offered to maintain paramedic preceptor authorization.  Register online at Upcoming Trainings & Events.

The San Joaquin County EMS Agency has completed its evaluations of American Medical Response for July 2012 and August 2012 performance under their five year contract to provide exclusive emergency ambulance service. The AMR contract establishes accountability for meeting specific standards and provides the EMS Agency with complete access to data and information on AMR's operational, clinical, and administrative performance. November 5, 2012 - CVA/Stroke Lecture Presentation

The EMS Agency, St. Joseph's Medical Center, and Stockton Fire Department are hosting a CVA/Stroke Lecture Presentation on Tuesday, December 4, 2012, from 9am to 11am at the Stockton Fire Department Station #2, Laws Classroom, 110 W. September 11, 2012 - Revised Trauma Plan to be considered by the Board of Supervisors

The San Joaquin County Board of Supervisors is scheduled to hold a public hearing regarding the trauma plan on September 25, 2012, at 9 A.M.  The public hearing will be held at the Board of Supervisors Chambers, 44 North San Joaquin Street, Suite 627, Stockton, CA.    

On July 1, 2012, the EMS Agency released a draft trauma system plan for 45 day public comment.  The EMS Agency reviewed the comments received during the 45 day public comment period and incorporated several changes to the trauma system design and specific trauma policies and procedures based on stakeholder feedback. (Response to public comments)

The 2012 Trauma Plan calls for the EMS Agency to conduct a request for proposals (RFP) for the designation of a level III trauma center in San Joaquin County with the commitment of the selected hospital to progress to level II designation.  The EMS Agency will return to the Board of Supervisors for the approval of the recommended level III trauma center and again for the approval of the level III designation agreement.   In the event that no hospital in San Joaquin County responds to the RFP or if no hospital meets the minimum standards for level III designation the EMS Agency will move forward to implement the 2012 Trauma Plan by directing that major trauma patients be transported to designated trauma centers located outside of San Joaquin County.

August 2, 2012 - 2012 California EMS Awards Nominations Being Accepted

The California EMS Authority seeks to recognize individuals through the California Emergency Medical Services Awards Program, which honors special accomplishments by EMS personnel, physicians, nurses, EMTs, medical providers, local officials, members of the law enforcement community, citizens, and first responders.  Nominations are now being accepted for the 2012 California EMS awards. July 20, 2012 -Kaiser Permanente Manteca Helipad

The helipad at Kaiser Permanente Manteca will be out of service on July 23, 2012, between 0700 and 1500 while they conduct some repairs that require a crane.

Effective July 1, 2012, completion of one biannual conference is required to maintain Paramedic Preceptor Authorization.

July 13, 2012 - EMS Role in the Veteran Homelessness Initiative

Emergency medical personnel are uniquely positioned to help connect veterans with resources they may need because we interact with people in desperate situations every day. The EMS Authority has partnered with the US Department of Veteran's Affairs (VA) to help spread the word about a VA initiative designed to connect veterans with resources they need. The EMS Authority and the VA would like to encourage EMS providers to keep on-hand and distribute, at every opportunity, the information on resources available to homeless veterans. July 1, 2012 - Draft Trauma Plan available for Public Comment

The EMS Agency is pleased to announce the release of the draft trauma plan for 45-day public comment.  The public comment period will officially begin on July 1, 2012, and close on August 15, 2012, at 1700 hours. 

In part the EMS Agency's trauma plan anticipates the development of level III trauma center in San Joaquin County with the commitment of the designated facility to progress to level II designation, and the incorporation of level I, level II, and pediatric trauma centers located in neighboring counties into the San Joaquin County EMS System.

The EMS Agency shall make changes to the draft trauma plan following the 45 day public comment period and then submit the updated draft trauma plan to the San Joaquin County Board of Supervisors for their consideration. 

The draft trauma plan and related policies are available for viewing or download from the Draft Policies web page.  Please submit your comments or suggestions using the comment forms provided on the Draft Policies web page no later than August 15, 2012, at 1700 hours. EMS Policy Memorandum 2012-03, Scene Safety and Care for Patients with Penetrating Trauma, which is effective immediately, has been added to the Policies web page in the Policy Memorandum section.  This memorandum provides direction when working with law enforcement to access and relocate victims to a safe location prior to initiation of patient care. Please read, post, and share this memorandum with ALL EMS personnel, base hospital personnel and emergency department personnel.

EMS Policy Memorandum 2012-02, Patient Report at time of transfer to Emergency Department staff, which is effective immediately, has been added to the Policies web page in the Policy Memorandum section.  This memorandum provides direction to ambulance personnel in providing a patient report to the emergency department staff in order to minimize the time required to return to service.  Please read, post, and share this memorandum with ALL EMS personnel, base hospital personnel and emergency department personnel.

March 30, 2012 - STEMI Receiving Centers designated

On Tuesday, March 27, 2012, the San Joaquin County Board of Supervisors approved agreements designating St. Joseph's Medical Center and Dameron Hospital as ST-Elevated Myocardial Infarction (STEMI) Receiving Centers.  STEMI Receiving Centers are designed to ensure that patients experiencing certain types of heart attacks are provided with rapid access to cardiac catheterization, performed by a highly trained cardiologist, to reopen a patient's blocked cardiac blood vessels as quickly as possible.  View the news release here.

March 16, 2012 - Policy Memorandum Update for DNR Policy

The San Joaquin County EMS Agency issued EMS Policy Memorandum No. 2012-01 to address the use of the Physician's Order for Life Sustaining Treatment (POLST) form in the prehospital setting.  EMS Policy No. 5105 Do Not Resuscitate Orders provides EMS personnel with direction as to what may be accepted in the field as an order to not resuscitate a patient.  EMS Policy Memorandum No. 2012-01 specifically adds the Physician's Order for Life Sustaining Treatment (POLST) form as one of the three accepted methods to fully recognize a patient's wish to limit prehospital treatment. 
The following advanced directives shall be followed by prehospital personnel:

  1. The EMS Authority (EMSA)/California Medical Association (CMA) Prehospital DNR form.
  2. The EMS Authority Physician Orders for Life Sustaining Treatment (POLST) form;
  3. A standard DNR medallion e.g. Medic-Alert bracelet.

March 7, 2012 - New Office Hours for EMS Agency

Effective immediately, the San Joaquin County EMS Agency is temporarily modifying its office hours. The new office hours will be Monday through Thursday, 8:30am to 12:00pm and 1:00pm to 4:00pm. It is expected that the EMS Agency's office will remain closed to the public on Fridays through the remainder of the current fiscal year.

March 2, 2012 - Weapons of Mass Destruction (WMD) for First Responders with Med-Plus Course

California Emergency Medical Services Authority will be presenting Weapons of Mass Destruction (WMD) for First Responders with Med-Plus Course on Wednesday, April 25, 2012, from 8am to 5pm at San Joaquin General Hospital in Conference Room 1A/1B. This course was developed specifically for medical responders under the direction of EMSA to improve awareness, notification, coordination, response, and recovery. Please click here for the flyer. March 2, 2012 - Revised Policy

EMS Policy No. 5782 has been revised effective February 24, 2012, and has been posted on the Policies page. The revision was made to correct a numerical error in the "Parkland Formula" of 2 instead of 4 ml of fluid that resulted in incorrect IV infusion rates. February 10, 2012 - Asthma Summit for Healthcare Professionals and General Public

The San Joaquin County Obesity & Chronic Disease Prevention Taskforce will be presenting an Asthma Summit on March 10, 2012. There are two components to the event: 1) a session at the beginning of the day will be targeted to healthcare professionals.  CME's will be offered for physicians and BRN credits for nurses and other professionals; 2) the general public is invited to a community summit that will include speakers and interactive breakout sessions.  There is no cost for either event. February 6, 2012 - AMR Compliance Report for November 2011 and December 2011

The San Joaquin County EMS Agency has completed its evaluations of American Medical Response for November and December 2011 performance under their five year contract to provide exclusive emergency ambulance service. The AMR contract establishes accountability for meeting specific standards and provides the EMS Agency with complete access to data and information on AMR's operational, clinical, and administrative performance. February 2, 2012 - Training opportunity: Disaster Preparedness for Hospitals and Healthcare Organizations

The Texas Engineering Extension Service (TEEX) will be presenting a FREE 2-day Disaster Preparedness for Hospitals and Healthcare Organizations within the Community Infrastructure course on October 31 and November 1, 2012. The San Joaquin County EMS Agency, in cooperation with Dameron Hospital, will be hosting this course designed for healthcare personnel who are responsible for ensuring the resiliency of healthcare services during disasters. January 26, 2012 - Welcome Institute of Technology

San Joaquin County EMS Agency is pleased to announce that the Institute of Technology has been approved to provide EMT Training in San Joaquin County. Institute of Technology is located at 1777 E. January 23, 2012 - EMS Office Closure

The San Joaquin County EMS Agency office will be closed on Wednesday, January 25, 2012, from 8:00 a.m. - 1:00 p.m.

January 23, 2012 - Revocation of Training Program Approval

The San Joaquin County EMS Agency is revoking all EMS training program approvals for Emergency Responders Academy of Learning, Inc. (ERAL) effective March 13, 2012. This action was taken due to ERALs failure to achieve CAAHEP accreditation as required by the California Code of Regulations (CCR), Title 22, Chapter 4, Section 100148(c).

January 3, 2012 - Weapons of Mass Destruction (WMD) for First Responders with Med-Plus Course

California Emergency Medical Services Authority will be presenting Weapons of Mass Destruction (WMD) for First Responders with Med-Plus Course on Wednesday, April 25, 2012, from 8am to 5pm at San Joaquin General Hospital in Conference Room 1A/1B. This course was developed specifically for medical responders under the direction of EMSA to improve awareness, notification, coordination, response, and recovery. Please click here for the flyer.
