December 20, 2013 - EMS Ambulance System Plan Draft available for 30-day Public Comment Period

The San Joaquin County EMS Agency is soliciting comments on the draft 2014 Ambulance System Plan over the next 30 days. The Ambulance System Plan shall serve as the foundation for the development of a Request for Proposal (RFP) for emergency ambulance services scheduled to be released by the County in the spring of 2014. The Ambulance System Plan describes the structure and operation of emergency ambulance service and prehospital care services in San Joaquin County. Comments must be received in writing at the EMS Agency by January 20, 2014 at 12:00 Noon. Click here for more information.

December 20, 2013 - EMS Office Closure

The San Joaquin County EMS Agency office will be closed from 12:00 – 17:00 on Tuesday, December 24, 2013 and again on Tuesday, December 31, 2013.  Additionally, the office will be closed all day on Christmas, December 25, 2013 and New Year's Day, January 1, 2014. We will be open normal business office hours the rest of each week.

November 19, 2013 - EMS Office Closure

The San Joaquin County EMS Agency office will be closed Thursday, November 28 and Friday, November 29, 2013. The office will re-open with normal office hours Monday, December 2, 2013.

November 19, 2013 - Free training opportunity for Fire and EMS personnel

Attend a three-hour comprehensive program that provides knowledge to set up and administer firefighter rehabilitation according to the 2008 NFPA 1584 standards.  This is a free program, offered by Stockton Fire Department on Tuesday, March 11, 2014 at 0900 hours.  Continuing education hours will be available.  View the flyer here, for more information and how to register.

November 12, 2013 - EMS Policy Memorandum No. 2013-04 - Trauma Triage and Patient Destination

EMS Policy Memorandum 2013-04, Trauma Triage and Patient Destination, which is effective immediately, provides guidance on the application of EMS Policy No. 5210 Major Trauma Triage Criteria and EMS Policy No. 5215 Trauma Patient Destination.  Additionally, it clarifies confusion regarding the transport destination for neurologically impaired trauma patients. November 12, 2013 - EMS Policy Memorandum No. 2013-05 - Use of Hospital Heliports/Helipads

EMS Policy Memorandum 2013-05, Use of Hospital Heliports/Helipads, which is effective immediately, addresses the use of hospital heliports/helipads. The memorandum has been added to the Policies web page and may be accessed here.

November 5, 2013 - AMR Compliance Report for July and August 2013

The San Joaquin County EMS Agency has completed its evaluations of American Medical Response for July 2013 and August 2013 performance under their five year contract to provide exclusive emergency ambulance service. The AMR contract establishes accountability for meeting specific standards and provides the EMS Agency with complete access to data and information on AMR's operational, clinical, and administrative performance. November 5, 2013 - EMS Office Closure

The San Joaquin County EMS Agency office will be closed Monday, November 11, 2012. The office will re-open with normal office hours Tuesday, November 12, 2012.

October 23, 2013 - New and Revised Policies Posted

New and revised policies effective October 16, 2013, have been posted on the policies page. Click here for the memorandum which lists policies that have been added, updated, or deleted. Please take time to read all policies and become aware of all the changes.  The policy changes are effective immediately.  All EMS personnel are encouraged to quickly become fully knowledgeable of these policy changes. October 23, 2013 - EMS Flu Vaccine Mandate Deadline extended by San Joaquin Health Officer

Health Officer Dr. Karen Furst, M.D. has updated the effective date for the requirement of all EMS personnel to receive a flu vaccination for the upcoming 2013-14 flu season to Novemeber 18, 2013. October 15, 2013 - Ripon Fire EMT Academy Open for Enrollment

August 13, 2013 - Draft Policies Available for Public Review

The EMS Agency is soliciting public comments on proposed changes to EMS policies.  With some exceptions, most of the proposed changes are updates needed for consistency with recently adopted policies on Trauma, MICR, and Spinal Immobilization.  The draft policies for public comment may be viewed or downloaded from the Draft Policies web page. Please submit your comments or suggestions using the comment forms provided on the Draft Policies web page no later than 5 PM, October 1, 2013.  Completed forms may be submitted by U.S. Mail to the San Joaquin County EMS Agency, PO Box 220, French Camp, CA  95231.

August 9, 2013 - EMS Flu Vaccine Mandate Issued by San Joaquin Health Officer

Health Officer Dr. Karen Furst, M.D. has issued an order directing all EMS personnel to receive a flu vaccination for the upcoming 2013-14 flu season. EMS personnel declining to be vaccinated will be required to wear a surgical mask to prevent droplet transmission to patients. July 26, 2013 - EMS Administrator recognized for appointment to Commission on Emergency Medical Services

On July 23, 2013, the San Joaquin County Board of Supervisors formally recognized Dan Burch with a Certificate of Recognition for his appointment by the Governor to be a member of the Commission on Emergency Medical Services.  The Commission's role is to evaluate EMS systems and make recommendations for future directions of EMS in the State; to review and approve regulations, standards, and guidelines to be developed by the State EMS Authority and to act in an advisory capacity to the Authority concerning a myriad of issues including data collection systems, communications, training, and other components of an EMS system.

July 24, 2013 - San Joaquin General Hospital designated as Level III Trauma Center

On July 23, 2013, the San Joaquin County Board of Supervisors approved the EMS Agency's recommendation to designate San Joaquin General Hospital (SJGH) as a level III trauma center. SJGH is scheduled to begin trauma services on August 1, 2013. The establishment of a designated trauma center is a significant achievement for San Joaquin County. As recognized in the County's 2012 Trauma Plan: "San Joaquin County has struggled to implement an organized trauma care system, as evidenced by three previous failed attempts to implement trauma plans in 1989, 1991, and 2004. These past failures are stark reminders that the difficulties inherent in balancing the needs of system design and limited resources can overwhelm even the strongest desire by the County and the EMS system participants to successfully implement a trauma care system." July 22, 2013 - 2013 Paramedic Preceptor Applications Due by July 31, 2013

The 2013 Paramedic Preceptor applications are due by July 31, 2013. Applications are available on the EMS Agency website at: http://www.sjgov.org/ems/certificationParamedicPreceptor.htm. The application to the EMS Agency must be submitted with a letter of recommendation from your ALS employer verifying that you are in good standing with that employer and the employer intends to use you as a paramedic preceptor. July 12, 2013 - Trauma Center Designee Recommendation to go to Board of Supervisors

On July 23, 2013, the San Joaquin County EMS Agency will be asking the Board of Supervisors to approve the Agency's recommendation to designate San Joaquin General Hospital as a level III trauma center. If approved, San Joaquin General Hospital will begin level III trauma services on August 1, 2013. The meeting will begin at 9am at the Board of Supervisors Chambers located at 44 North San Joaquin Street, Suite 627, Stockton, California. A copy of the agenda packet is available from the Board of Supervisors' website.

June 28, 2013 - New Policy Training Package

The June 2013 New Policy Training Package is now available for download from the Education & Training page. The materials may be downloaded as a single zip file or as individual components. The package is intended to serve a wide audience for training purposes or as an individual study guide. These training materials include a Course Outline, SJCEMSA Policies, FAQ's, Case Scenarios, and a Powerpoint Presentation.  Questions should be directed to Adam Dampier at 209-468-6818 or adampier@sjgov.org.

June 5, 2013 - Release of 2012 STEMI Program Report

The 2012 SJC STEMI program report is derived from information gathered since implementation of the STEMI program on April 1, 2012, with the designation of Dameron Hospital and the St. Joseph's Medical Center as STEMI Receiving Centers.

June 4, 2013 - ICS 300 and ICS 400 Training Scheduled

The EMS Agency and San Joaquin Public Health Services will co-sponsor ICS-300 Intermediate Incident Command System for Expanding Incidents and ICS-400 Advanced Incident Command System training courses.  Both courses are Department of Homeland Security certified and will be taught by the Texas A&M Engineering Extension Service (TEEX).  Click here to register.

May 10, 2013 - EMS adds new Trauma Coordinator and Pre-hospital Care Coordinator to staff

Dan Burch, EMS Administrator, is pleased to announce that Jamie Nielsen, RN and Adam Dampier have joined the EMS Agency staff, filling the roles of Trauma Coordinator and Pre-hospital Care Coordinator respectively.

Ms. Nielsen comes to us from Doctors Hospital Manteca where she served as a shift manager for the Emergency Department, and as the hospital emergency preparedness coordinator and EMS liaison.  She holds certifications in Trauma Nursing Core Course (TNCC) and Emergency Nursing Pediatric Care (ENPC). In her new role as Trauma Coordinator, Ms. Nielsen will provide oversight and coordination of San Joaquin's trauma system.

Mr. Dampier has over thirteen years in EMS, initially as an EMT, followed by 11 years as a Paramedic, most recently in a management role as a Clinical Education Manager with American Medical Response.  In his new role, Mr. Dampier will oversee continuous quality improvement (CQI) and pre-hospital care.  He has a Bachelor's Degree in Fine Art and Business Administration from Chico State University.

April 12, 2013 - Pre-hospital Care Update Symposium

The San Joaquin County EMS Agency is presenting a Pre-hospital Care Update Symposium scheduled for May 22, 2013, beginning promptly at 9:00 am at the San Joaquin County Agricultural Center.  This symposium is the start of a major training effort to roll out trauma triage and trauma patient destination policies, a modification to policies for the application of C-spine precautions, and the adoption of minimally interrupted cardiac resuscitation (MICR). Click here to register for this event.

In order to understand the rationale behind the adoption of MICR, every ALS and BLS prehospital provider is strongly encouraged view a video lecture presentation on this subject prior to receiving hands-on training.  The video lecture features Dr. Daniel Spaite, MD, FACEP, Professor and Distinguished Chair, Department of Emergency Medicine at the University of Arizona.

After viewing this one-hour presentation take the post test (10 questions) to receive a completion certificate which must be submitted to the EMS agency.  You will receive one hour of non-instructor based CE, provided by EMS CE provider number 39-0001.  You must answer all questions correctly to receive a certificate. Pre-hospital providers not able to attend the Symposium will be trained through the use of trainers selected and trained by the EMS Agency to assist in outreach training to every ALS and BLS prehospital provider in San Joaquin County.

March 27, 2013 - EMS Policy Memorandum No. 2013-01 - Regarding National Dextrose 50% Shortage

EMS Policy Memorandum 2013-01, National Shortage of Dextrose 50% and Replacement with Dextrose 10%, which is effective immediately, addresses use of Dextrose 10% solution as it relates to local ALS policies and procedures. March 8, 2013 - Revised EMT and Paramedic Regulations

The French Camp Fire District Reserve Firefighters Organization will be hosting their annual Pancake Breakfast Saturday, April 6, 2013, from 7 am to 12 noon at the French Camp Fire Station, 310 E. February 13, 2013 - Hospital Emergency Department of Radiation Accidents Course Registration Open

San Joaquin County EMS Agency, in cooperation with Kaiser Hospital Manteca, will be hosting a one-day Hospital Emergency Department Management of Radiation Accidents course developed by the FEMA Center for Domestic Preparedness. The course provides participants with an overview of radiation and its effects on humans, the knowledge and skills on how to prepare to receive patients involved in radiological incidents, care of patients involved in radiological incidents, and the opportunity to participate in a simulation in which you assess and treat victims injured in a radiological incident. February 8, 2013 - 2013 EMSAAC Annual Conference Registration Open

January 18, 2013 - Paramedic Regulations open for 15-day Public Comment

The Emergency Medical Services Authority (EMSA) is proposing to amend the California Code of Regulations, Division 9, Title 22, Chapter 4. Paramedic. The proposed text of the regulations, and a sample comment table are available for review on EMSA's web page at www.emsa.ca.gov. The public is invited to submit written comments on the proposed regulatory actions during the 15-day public comment period provided from January 18, 2013 to February 1, 2013. EMSA must receive written comments on the proposed changes by 5:00 p.m. on February 1, 2013. January 10, 2013 - Ambulance Strike Team / Medical Task Force Leader Training Available

The California Emergency Medical Services Authority will offer two Ambulance Strike Team/Medical Task Force Leader courses in Mutual Aid Region IV. This is a single day, 8-hour class, and is a required step to attain AST/MTF Leader Certification. CEs are available. One course will be at American Medical Response, Modesto, on January 31, 2013. A second course will be at EMSA Station 1, 10161 Croydon Way, Rancho Cordova, on March 8, 2013. Click the desired course date for specific registration instructions for each date.
