RESPONSIBILITIES: Administrative and leadership responsibility for the Public Works Department which consists of 18 divisions and a staff in excess of 380 with budgets of approximately $76 million . Services include maintenance and operation of the county's 1657-mile roadway network, Solid Waste operations, Flood Control Engineering and Flood Channel Maintenance, Water Resources, Motor Pool, Engineering Services, County Surveyor, Public Services and Facilities, Real Property services, Operation and maintenance of 93 Special Districts providing water supply, sanitary sewer, drainage and street lighting services and related support services. Responsibilities include the development and approval of policies, budgeting and overall direction of the various divisions either directly or by supervision of Administrative Staff. Represent the department and the county when dealing with outside agencies, organizations and individuals.

RESPONSIBILITIES: Administrative management of the Engineering Services Group of the Public Works Department which includes Design Engineering, Traffic Engineering, Transportation Planning, Bridge Engineering, Field Engineering/Contract Administration, Special Projects, Flood Control and Information Systems Divisions. Responsibilities include the development of policies, planning, budgeting and overall direction of the various divisions. Related programs provide for the planning, construction and maintenance of various components of the infrastructure including transportation systems, water supply, sanitary systems, solid waste and drainage. Represent the department and the county when dealing with outside agencies, organizations and individuals.

RESPONSIBILITIES: Management of the engineering divisions of the county's Public Works Department consisting of Capital Projects, Land Development, Flood Control, Transportation Engineering and Surveying & Mapping. Responsibilities included organizing, planning, directing and controlling the overall activities and policies of the engineering divisions; served as the county's liaison with outside agencies; prepared and monitored budgets. Major actives included storm damage restoration after three Federal Disaster Declarations and development of enhanced transportation programs. Served as the County Surveyor and Road Commissioner and acted in the absence of the Public Works Director.

Resident Engineer/Power & Way Maintenance Support Engineer
Bay Area Rapid Transit District, Oakland, California


RESPONSIBILITIES: Acted as the District's representative on technical and contractual matters on various construction projects, furnished technical expertise on structural maintenance needs and evolved long term structural maintenance program. Served as coordinator of construction work with other BART departments, outside agencies and private organizations. Acted in the absence of the Manager of Construction. Larger projects included Daly City Parking Structure, Yard Storage Track Expansion and KE Subway Track & Subway Completion.

Project Engineer - Western Division Naval Facilities Engineering Command, San Bruno, California


RESPONSIBILITIES: Reviewed project plans & specifications for construct ability prior to advertising; participated in change order and claim negotiation process in support of field offices. Managed project funding and reviewed contract administration procedures on behalf of Resident Engineers. Larger Projects included 170 bed hospital, new Naval Station pier for capital ships with associated facilities, design/construct 300 family housing units and aircraft taxi way replacement.

RESPONSIBILITIES: Design and construction supervision of roads, drainage facilities, sanitary sewer systems including lift stations, retaining walls, landslide repairs, traffic signal systems and private development. Prepared environmental review documents and drainage studies. Responsibilities included customer liaison, coordination and contract administration.
